Their proposal, first published in the George Washington Law Review, argues for treating data centres and other “superusers” as a separate customer class with flexible rules – an approach inspired by how regulators manage scarce resources like natural gas and water in the U.S.
This is the first time their ideas will be presented to an Irish audience.
