This course covers offshore marine operations and HSE (health, safety, and environment) management related to the oil and gas and offshore wind industries. The first module introduces the regulatory framework governing offshore operations, such as key conventions from the International Maritime Organization and the role of industry organizations and classification societies. It details various marine operations like loading, dynamic positioning, personnel transfer, as well as the types of vessels utilized like supply vessels, drilling rigs, and crew boats.
The second module delves into the HSE aspects of offshore marine operations. It covers environmental impact assessments, mitigation strategies, environmental management plans, and contingency planning procedures like oil spill response plans. Emergency response and crisis management are examined in-depth, including objectives, stakeholder roles, incident management systems, emergency response plans, training, and competency requirements.
The course also addresses regulatory compliance and auditing related to HSE in offshore operations. Risk management concepts like risk assessments, permit systems, toolbox talks, and management of change are discussed. HSE concerns for onshore support facilities like ports and supply bases are covered, as are the offshore installation challenges like accommodation, product transfer, collision risk management, and specifics of inland waterway operations. Overall, students will gain a comprehensive understanding of the rules, procedures, vessels, and major HSE considerations for safe offshore marine activities.
