In our 30 years of service, we have delivered Careers Guidance support to over 100,000 people, delivered 40,000 accredited qualification, and offered enterprise support to 1,550 businesses. EBCF Ltd is a not-for-profit company limited by guarantee established in 1992 by Her Magesty’s Government mandated by the Secretary of State to establish locally managed community capacity building provision via East Birmingham Taskforce (1988). The Company established three main areas of focus, these being, Jobs, Enterprise, and Training. The business operated under the JET Shop brand for many years in the heart of East Birmingham and during the last 10 years successfully branched out to other inner-city areas of Birmingham and regionwide to meet contractual obligations and strategic objectives. EBCF has delivered jobs, enterprise, and training related projects through Local, Central and European government funding, and including other philanthropic agencies. We are accredited with all leading exam boards and hold direct claim status (DCS) for many qualifications from entry level to Level 6 in various vocational areas. Our Careers Advisers are in-house trained and qualified to Level 4 and 6 with wealth of knowledge and experience to enable our customers to make a smooth transition from learning to work. Our 30 years of local in-community delivery enables us to have a qualified perspective on what will work and what will not when engaging local communities. Our success to date has been possible by investing in local communities, establishing partnerships with likeminded organisations, and levering resources of benefit to our beneficiaries.

Dr Steve MacGillivray is an experienced Health Services Researcher and Systematic Reviewer with a background in Psychology and a PhD in Health Services Research obtained within the Medical School University of Dundee. In the past he has worked in Departments of Psychiatry, Epidemiology and Public Health, Mother and Child Health and currently he works part-time as an Associate Professor in a School of Health Sciences. He has particular expertise in conducting meta-analyses of randomized controlled trials (particularly Cochrane Reviews), meta-syntheses of qualitative studies and rapid evidence reviews for policy. In his career he has led international teams to conduct systematic reviews across a wide range of topics. He has been successful in collaborating with local, national and international partners to receive research funding of over £6 million to support research activity. In his academic career he has secured research funding from the following bodies: World Health Organisation (WHO); UK Government; Scottish Government; Department of Health Policy Research; Department for International Development (DfID); Economic and Social Research Council (ESRC); National Institute for Health Research (NIHR); National Institute for Health and Care Excellence (NICE); Chief Scientist Office (CSO); Scottish Funding Council (SFC); National Health Service (NHS); NHS Quality Improvement Scotland; Nursing and Midwifery Council (NMC); NHS Education for Scotland. He is passionate about providing the best quality evidence to support policy and practice, and in providing training and support to anyone who needs to conduct, interpret or use systematic reviews. Bold ideas, big conversationsReform’s report, 'Academy chains unlocked', presents results from the first survey of academy chain chief executives. It recommends reform to the funding and oversight of chains to raise standards across the country. Since first introduced under Labour, academy schools have been the main way that governments have sought to raise the standard of schools. Their popularity with policymakers means that two fifths of state-educated children in England now attend an academy. While there are different forms of academies, all have greater responsibility over the curriculum, staffing and finances than other state-funded schools. Yet the evidence that academies have improved school education is not clear cut. Labour’s academies have almost certainly led to sustainable improvements in pupil outcomes. However, the Coalition Government’s academies have had variable impact, with some lowering, some sustaining and others improving education in those schools, depending on the starting point of the school. Taken in its entirety, the evidence suggests that the recent academies are not having the transformative impact on education that was expected by government. The Conservative Government has changed its approach to academies. It now expects all new academies to join or establish an academy chain – groups of two or more academies run by the same sponsor – believing that chains will help unleash the potential of academies to spread educational excellence across the country. Yet, as with individual academies, the evidence on academy chains shows variable impact on pupil attainment. There is a dearth of information explaining why, as no research has established a full enough picture of what academy chains do.
