In January 1882, the rate collectors of Holborn invited their Metropolitan colleagues to a meeting to discuss the effect a projected reorganisation of London local government might have on their jobs and prospects. Some eighty officers attended and at a further meeting on the 25th February it was decided to form, with effect from the 1st April 1882, the Metropolitan Rate Collectors Association. As membership grew, the title was subsequently changed to the Association of Rate Collectors and Assistant Overseers in 1911. Changes in legislation resulted in a further change in title and in 1927, the Incorporated Association of Rating and Valuation Officers was established. The association was more commonly known as the Rating & Valuation Association (RVA) and no further change to the title was made until January 1990 when, with the impending introduction of Community Charge and National Non-Domestic Rate, we became known as the Institute of Revenues, Rating and Valuation (IRRV). A key aim of the Institute is to support its members’ professional and personal development and the sharing of best practice. We keep our members informed of current issues through our magazines, publications and a comprehensive website. Our conferences and meetings offer opportunities for networking with other professionals from the UK and overseas whilst the Forum Service continues to attract new organisations each year; the current membership now exceeding 200. We seek to influence the course of legislative and professional matters through dialogue with government bodies and other professional organisations and through commissioning and conducting original research. This is led by the Institute’s three Faculty Boards; Local Taxation and Revenues, Benefits and Valuation. The Institute has a membership of over 2,400 and offers a range of qualifications covering its professional fields. It is a nationally approved awarding body for its vocational and examination-based qualifications. Each year, in excess of 300 students sit our examinations and vocational assessments. Successful students join the thousands of IRRV qualified professionals currently working in both the public and private sector within the fields of revenues, benefits and valuation. IRRV qualifications and Continuing Professional Development (CPD) scheme are designed to meet the needs of members at every stage of their careers. A thriving network of Associations is one of the IRRV’s main strengths. Our Associations organise programmes of professional and social activities that take place regionally and provide the opportunity for all members to become more involved in the work of the Institute.

Defibshop was born in 2005. At this point people really did not know what a defibrillator was, despite it being common place in countries like America. If it was going to happen here in the UK we’d need to educate people about what an AED was, when they should be used, how important they were in the event of a sudden cardiac arrest, the impact of using one to the casualty and how easy they are to use whether you are trained or not. For many years it has been an uphill struggle to educate people about defibrillators. Common objections include “Is it law to have one?” and “we’ve never needed one so far so why should I buy one?”, but, after years of education in the importance of early CPR and defibrillation in the event of sudden cardiac arrest (SCA), some changes in legislation, high profile incidents and saves by defibs such as Fabrice Muamba in 2012 and Christian Erikson in 2021, as well as the introduction of defibrillator training within workplace first aid courses, these units are now a natural extension of first aid provision. Today we have a highly knowledgeable team working to ensure the correct defibrillator is placed in the correct environment. All defibs deliver a shock of course, but it is important to take the environment into account as models vary and offer different functions. We have also been working with the British Heart Foundation to promote The Circuit, the UK’s national defibrillator network that is linked directly to the 999 ambulance response service and enables the operator to send a caller to the nearest available registered defibrillator, so potentially saving valuable minutes and saving more lives. Please register your unit if you have not done so already. We continue to put pressure on the Government to pass the proposed Automated External Defibrillator Public Access Bill to legislate defibrillators that are accessible to all in public places. Without this, people are going to continue to die from sudden cardiac arrest because there wasn’t a unit close enough to hand. That could happen to any one of us. An introduction from our Chief Executive Robert Candy… I started the Scaffolding Association in 2011 with the intention of creating an open and inclusive organisation that would provide unbiased support to businesses operating in the scaffolding and access sector. Since then we have made considerable progress with our strategic campaign to raise safety standards, strengthen skills training, improve the levels of scaffolding competence and extend our independent audit process to protect product and service quality. Our membership growth demonstrates that we’re creating a business framework that allows scaffolding contractors of all sizes to deliver professional services while improving the safety, and competitive nature, of the whole industry. Robert Candy The new Audited Membership category has been developed in line with PAS91 specifically to demonstrate that scaffolding contractors operate to the highest standards. It offers an independent third party audit, against a scaffolding-specific procurement standard. This move has been welcomed by house builders, local authorities and major contractors who now see the benefit of our members on their tender lists and construction sites. The health and well-being of the workforce is our number one priority. Our vision is one of workplaces that are incident- and injury-free, where everyone returns home safely. The Association continues work with designers, clients and other stakeholders to achieve this. The Association also meets regularly with the Health & Safety Executive (HSE) to learn from incidents and to work together across the industry to produce policies and procedures that benefit everyone. Safety alerts and standards have been prepared with the HSE covering a range of issues including edge protection and loading bay gates. Training provision and the setting out of best practice is one of the key strategic aims of the Association. We are creating a central hub of knowledge for the whole industry, and we’re committed to leading the way in the provision of world class training in the use of scaffolding. Our members represent a significant percentage of the sector’s capacity and our aim has always been to aid companies in expanding their services and capabilities safely and efficiently. By having such a broad range of members that include clients, erectors, designers, and health and safety professionals, we have been able to assist in creating new opportunities that allow our members to leverage greater value and standards in the scaffolding industry.

(See: Our Aircraft) Introduction Flying training is one of the most important aspects of what we do here at Kemble Flying Club. Whether you come to see us for a one off experience, for a series of training flights, or to complete a pilot’s licence we can, without hesitation, say this will be a rewarding, sometimes challenging, and, even a life changing experience! Of course some people come to us for conversion training, refresher training (we could call that advanced training) and for flying instructor courses. There is a magic about flying small aircraft, a thrill, it’s like we have cheated gravity to play in the sky. We have read and seen pictures of the pioneers of flight and the first powered flights were only a little over 100 years ago! We are constantly exhilarated by the flying experience, the feelings of buoyancy of the air, the spectacle of different cloud shapes and patterns and colours as the light dances around us. And, the views of the landscape, the masses of open spaces, woodlands, hills and rivers. From Kemble we only have to be upwards of 1,000ft above ground and we can see to the Welsh mountains to the west, the Malverns, and the Cotswold plateau stretching away to the north. We can see as far as Didcott Power Station to the east and Salisbury Plain to the south. You don’t actually have to take a ride into Space to see the World is a small place! Importantly training should be fun! You will learn so much more if you are enjoying it. At the same time Safety is our utmost priority and when you are on your way to becoming a fully fledged pilot then it will take some commitment and discipline.

As a former primary Head Teacher of three substantive posts and one interim headship, I now enjoy my role in providing independent consultancy support and challenge to leaders at all levels in a wide range of context. I am former School Improvement Partner (SIP) across four Local Authority areas, Ofsted and Diocesan Inspector. I am an accedited and experienced leadership coach and employ a coaching approach to much of my work with the school leaders. I have trained many leaders to become effective coaches and facilitated the implementation of a coaching culture in a number of schools. I continue to facilitate and lead the review of Head Teachers’ performance since its introduction in 2001, across many part of the country. I am tuned into the needs of governors with regard to this and offer training to governors who are new to the process. I have assisted the development of governing bodies in many areas of governance. NICKI BELL Former Head Teacher I first became a Head Teacher in January 1995 and was substantive Head Teacher of three schools and an interim Head Teacher of a fourth. Between my last two headships I worked for four years for a national training company in Cambridge that was, at that time, an affiliated centre for the National College. I was responsible for rolling out a number of a national programmes in the East region, including Leading from the Middle. I retired from headship in 2016. My final school was a three-form entry Infant and Nursery School in Birmingham judged by Ofsted to be an outstanding school. We were federated to our adjoining Junior school which was the lead school in a Teaching School Alliance, (TSA) and I was heavily involved in the CPD element of this. My career has offered lots of opportunities to do exciting things. I was a seconded National College Associate for four years supporting school leadership in the West Midlands. I have been lucky enough to write and deliver leadership training in many different places, the two most distant being in the Middle East and China. I now have two roles. I am Director of Primary Education for a Trust for 40% of my time and the rest of my working life is freelance, frequently working with Alistair. We write and deliver training for leaders, at all levels, in primary schools and develop resources to support head teachers with many of the bureaucratic tasks of headship. Alongside this I do a lot of 1-1 support of schools, acting as an Improvement Partner, supporting HT performance management and providing CPD.
