Bold ideas, big conversationsReform’s report, 'Academy chains unlocked', presents results from the first survey of academy chain chief executives. It recommends reform to the funding and oversight of chains to raise standards across the country. Since first introduced under Labour, academy schools have been the main way that governments have sought to raise the standard of schools. Their popularity with policymakers means that two fifths of state-educated children in England now attend an academy. While there are different forms of academies, all have greater responsibility over the curriculum, staffing and finances than other state-funded schools. Yet the evidence that academies have improved school education is not clear cut. Labour’s academies have almost certainly led to sustainable improvements in pupil outcomes. However, the Coalition Government’s academies have had variable impact, with some lowering, some sustaining and others improving education in those schools, depending on the starting point of the school. Taken in its entirety, the evidence suggests that the recent academies are not having the transformative impact on education that was expected by government. The Conservative Government has changed its approach to academies. It now expects all new academies to join or establish an academy chain – groups of two or more academies run by the same sponsor – believing that chains will help unleash the potential of academies to spread educational excellence across the country. Yet, as with individual academies, the evidence on academy chains shows variable impact on pupil attainment. There is a dearth of information explaining why, as no research has established a full enough picture of what academy chains do.

Belfast Met is the largest Further and Higher Education College in Northern Ireland and one of the largest in the UK. Our focus for the future is to support the development of Belfast by providing education, training and skills development to enhance individual, community and economic prosperity. Over the next three years we will sustain and improve our responsiveness to learners, employers and communities. The College has already built an excellent reputation with employers for offering relevant, high quality learning. We will build on this by focusing on developing long-term mutually beneficial partnerships and becoming recognised as an expert in key and emerging growth areas. Working in partnership, we will increase participation, progression, attainment and skill levels of all our students.

Learning Pool was founded in 2006 to bring online learning into organisations in a collaborative way. Originally focused on sharing online learning content amongst government bodies, we took that concept and built out the offer to enable performance improvement and modernisation. Belfast YMCA has been serving and supporting the people of Belfast since 1850. We are the Belfast association of a global movement of YMCAs. We are physically based in the Stranmillis area of South Belfast but we serve all the people of Belfast. We are guided by our Christian ethos and a desire to serve our community and respond to the changing needs of the people in our city. In order to achieve our objectives, we carry out the following activities: Faith Development – enabling those who come to faith in Jesus Christ to grow in their relationship with Him and to the church. We host a church on our premises. Our Christian faith underpins all other aspects of our work and encourages us to work inclusively, with care and love and with particular focus on vulnerable groups, including young people. Youth Development – providing training, information and support to young people. Annually, our youth team engage with around 900 young people across a suite of projects. We deliver schools-based Good Relations training, an internet safety project, sixth form enrichment training, and shared education. Our centre based projects include the Duke of Edinburgh Award/Gaisce – The President's Award, volunteer training, the NI National Citizen Service project and Youth in Government. Family Support – providing childcare, after school programmes and holiday clubs. Health & Fitness – providing facilities for sport and fitness for a healthy lifestyle. Community Engagement – promoting reconciliation through responding to the hurts and issues facing people in a divided community which is emerging from conflict. Social Enterprise – developing initiatives which meet our charitable objectives through providing a viable service to the community. All income generated is invested back into our charitable projects.
