contains a substantial amount of business to consumer (B2C) training. Consumer
training occurs when a student (or purchaser of a training program) completes
the training on their own, without the recommendation, supervision, or support
of an employer. This includes individuals aiming to improve their IT skill set
or to gain certifications.
