In January 1882, the rate collectors of Holborn invited their Metropolitan colleagues to a meeting to discuss the effect a projected reorganisation of London local government might have on their jobs and prospects. Some eighty officers attended and at a further meeting on the 25th February it was decided to form, with effect from the 1st April 1882, the Metropolitan Rate Collectors Association. As membership grew, the title was subsequently changed to the Association of Rate Collectors and Assistant Overseers in 1911. Changes in legislation resulted in a further change in title and in 1927, the Incorporated Association of Rating and Valuation Officers was established. The association was more commonly known as the Rating & Valuation Association (RVA) and no further change to the title was made until January 1990 when, with the impending introduction of Community Charge and National Non-Domestic Rate, we became known as the Institute of Revenues, Rating and Valuation (IRRV). A key aim of the Institute is to support its members’ professional and personal development and the sharing of best practice. We keep our members informed of current issues through our magazines, publications and a comprehensive website. Our conferences and meetings offer opportunities for networking with other professionals from the UK and overseas whilst the Forum Service continues to attract new organisations each year; the current membership now exceeding 200. We seek to influence the course of legislative and professional matters through dialogue with government bodies and other professional organisations and through commissioning and conducting original research. This is led by the Institute’s three Faculty Boards; Local Taxation and Revenues, Benefits and Valuation. The Institute has a membership of over 2,400 and offers a range of qualifications covering its professional fields. It is a nationally approved awarding body for its vocational and examination-based qualifications. Each year, in excess of 300 students sit our examinations and vocational assessments. Successful students join the thousands of IRRV qualified professionals currently working in both the public and private sector within the fields of revenues, benefits and valuation. My approach to career change is to work from the inside-out. I don’t focus on job titles, industries or company names, instead I help people to connect with who they are, what they need and how they want to live. We build out from that foundation, right through to creating new habits and shaping the story they tell the world. The death of Queen Elizabeth II marks both the end of an era and of an important connection with the past. In just a few days in September, we had both a new prime minister and a new king. Yet our political leaders – only recently in some turmoil themselves – don’t seem up to the task, and many people feel like their voices aren’t being heard. We need to get beyond lurching from one emergency to another and start moving society forward. We must understand how we got here, with an eye to shaping a better future. The aim of the Battle of Ideas festival and events is to provide an opportunity to debate the issues in a full and frank manner, bringing together a wide variety of voices and, most importantly, creating a space for everyone to have their say. THE STATE WE’RE IN Rising inflation, falling living standards and eye-watering bills are front and centre of most people’s minds. And after the pandemic, the already-weak institutions of government seem incapable of rising to these challenges. If the failure to prepare for Covid was bad enough, the absence of any meaningful planning on a wide variety of issues – from energy to healthcare, housing to infrastructure – has truly been exposed. We seem to find ourselves in a state of permanent crises – from not being able to get a GP appointment to civil servants revolting against their ministers. Russia’s invasion of Ukraine has thrown into question our previously held assumptions about international relations and shaking up the world order. There is a general feeling of instability, with uprisings in Iran – where women are burning their head scarves in protest against the morality police – and shock election results in both Italy and Sweden. When the Cold War ended, we were told we were at the End of History, that there was no more need for big ideas. There was no alternative to the world envisaged by globalist thinkers: a free market, managed by technocratic experts moving the whole world towards some form of liberal democracy. Recent events have challenged such complacency.

Ned Shelton has worked with internationally operating clients for some 25 years, whilst based in Australia and in Europe. Ned’s career has been focused on advising internationally operating clients. Historically his specialisation has been international tax, tax treaties and related areas, however in recent years Ned has invested most of his time in connection with the Australian (Sydney) office. Ned and his team in Australia work solely with non-Australian based clients – whether they be exporting to Australia, setting up operations in the form of a fully-fledged operating company or perhaps with just one part-time employee in Australia. Ned’s work these days covers a wide range of business, tax, legal, accounting and administrative advice and assistance to this specific target group. WE TEACH. Since January 2014, ReadAble has been running weekly reading and language arts classes for children ages 2 to 15 in a neighbourhood in the Chin Swee area. We started out teaching in children’s homes, but have grown to occupy classrooms in the Residents’ Committee Centre. We teach a phonics-based curriculum to our earliest readers and deliver a programme which complements the primary school syllabus for those who have mastered the basics of reading. We use drama, movement and play to draw out a love for reading, build self-confidence, and encourage creativity. WE BUILD. ReadAble has built a community library of over a thousand books for our kids to freely access books at every reading level throughout the week. We also organise educational excursions to plays and museums, as well as connect kids’ families with community resources, such as school supply donations and workshops by professional educators. Through our BookDrop project, we set up conducive study spaces and mini-libraries in kids’ homes. WE MENTOR. Apart from our classes every Saturday, some volunteers run one-on-one classes with children in their homes across the week forming deep relationships with families. We also started a class teaching the predominantly migrant mothers of our students, functional English to navigate life in Singapore. EVERY CHILD LOVED. We believe that children thrive in love. We are committed to forming lasting relationships with them as teachers and mentors. Each child’s progress is closely monitored and classes are tailored to meet their learning styles. We recognise that our children weather challenges such as parental incarceration or family violence, and we strive to support them. EVERY FAMILY PARTNERED. Family support is crucial to a child’s success. We work alongside families to reinforce children's learning at home. We seek to understand our children’s home life and we engage parents with routine updates on their children’s progress. EVERY VOLUNTEER EMPOWERED. ReadAble is entirely volunteer-led and run, and we are serious about equipping our people. We run regular training sessions on topics from phonics to classroom management and how toxic stress affects child development. We constantly refine our methods based on research and best practices. EVERYONE A COMMUNITY. We seek to build an inclusive community that encourages children's diverse aspirations and engages everyone with empathy. We have a flat volunteer structure led by our Co-founders and Core Team who form friendships with children and their families. Together, we work to eradicate social inequality.
